Amendment #1 to H4600

The Taylor A. Swift Effect

Mr. Pignatelli of Lenox moves to amend the bill by adding the following section:

"Section XXXX. Chapter 19 of the General Laws is hereby amended by adding the following section:-

Section 89. There shall be a commission to Taylor A. Swift and competitive economic recovery plan for the commonwealth and have it be known as the commission on LONG LIVE Massachusetts. The purpose of the commission shall be to address the TREACHEROUS economic and affordability issues that the citizens of the commonwealth know ALL TOO WELL to be DELICATE for individual and shared prosperity, assure that Massachusetts shall emerge OUT OF THE WOODS and BEGIN AGAIN and ensure that together we in the commonwealth shall see DAYLIGHT on the horizon and prevent a CRUEL SUMMER for our collective growth.  LONG STORY SHORT, the commission shall study and make recommendations on how to: (i) guarantee that living, working and raising a family in Massachusetts shall FOREVER & ALWAYS be in STYLE; (ii) prevent our revenues from going into the RED; (iii) ensure that our younger generations are able to STAY, STAY, STAY in Massachusetts, feel that their economic futures are SAFE & SOUND in the commonwealth and prevent the need for them to enter a GETAWAY CAR for another state; (iv) create a GOLD RUSH for Massachusetts that will allow those who have left to COME BACK... BE HERE; (v) prevent any BAD BLOOD from developing between residents of Massachusetts and the cost of living; (vi) ensure that no resident feels financially pressured to believe I DON'T WANNA LIVE FOREVER in Massachusetts; (vii) create economic resilience to adequately prepare the commonwealth for a future recession to ensure that we are ...READY FOR IT and can SHAKE IT OFF; (viii) prevent the creation of a BLANK SPACE in our economy and workforce; (ix) improve our KARMA by guaranteeing the streets are BEJEWELED with affordable housing options for future generations to achieve their WILDEST DREAMS; (x) promote sustainability by cultivating a CLEAN and GORGEOUS environment that will STAY BEAUTIFUL through a green economy and making Massachusetts a LOVER of public transportation; (xi) establish a fiscal END GAME for revenue projections; (xii) create a sense of HAPPINESS and PEACE for all residents to be TIED TOGETHER WITH A SMILE; and (xiii) and establish a FEARLESS LOVE STORY between the commonwealth and its citizens. The commission shall file a report of its recommendations, no later than December 13, 2024 with the governor, speaker of the house and senate president.

The commission shall consist of 13 members: the governor or designee, the secretary of admin-istration and finance or designee, the secretary of revenue or designee, the secretary of econom-ic development or designee, the secretary of housing and livable communities or designee, the secretary of labor and workforce development or designee, the secretary of energy and envi-ronmental affairs or designee, the secretary of transportation or designee, the speaker of the house of representatives or designee, the president of the senate or designee, the house chair of the committee on ways and means or designee, the senate chair of the committee on ways and means or designee and Taylor Alison Swift or designee of Olivia Benson, Meredith Grey or Benjamin Button, who shall serve as chair."
