Amendment #1318 to H4600

Implementation of Parole Commission Recommendations

Mr. Vargas of Haverhill moves to amend the bill in section 2 by inserting after item 8000-0655 the following item: 

 

"xxxx-xxxx for the Massachusetts parole board to promote success for individuals under Parole supervision by adhering to evidence-based practices by examining the relationship between parole supervision conditions and parole outcomes in Massachusetts; The parole board shall develop a baseline, in-depth understanding of condition setting and outcomes for persons on parole in the state and produce a report that addresses the following questions: (i) the nature and extent of supervision conditions in Massachusetts parole (ii) the relationship between condition setting and parole outcomes (i.e., technical violations, new arrests, revocations, and absconding) (iii) to what extent the current application of supervision conditions are guided by best practices (iv) the challenges people on parole face when trying to stay in compliance with the conditions of supervision (v) how to effectively incorporate the goals of proportionality, parsimony, and the concept of the “least strict alternative” consistent with justice in mind into condition setting; (vi) how to improve fairness and justice in condition setting; (vii) reduce the amount of inordinate and excessive sets of requirements that create collateral consequences for many persons on parole.

 

Not later than June 1, 2025 the Massachusetts Parole Board shall produce a report that describes the project, research methodology and results of the analyses. The report will serve as a resource that will be used to examine condition setting practices used in MA parole and identify areas that may be improved through the implementation of emerging evidence-based practices in community supervision............................................................................................$190,000."
