Layoff Impact on Teacher Diversity Study

Ms. Sousa of Framingham moves to amend the bill by adding the following section: "SECTION XXXX. (a) Notwithstanding any general or special law to the contrary, the department of elementary and secondary education shall study the impact on teacher diversity of the layoff requirements pursuant to section 42 of chapter 71 of the General Laws.

(b) No later than October 1, 2025, the department of elementary and secondary education shall file a report with the clerks of the house of representatives and the senate and the joint committee on education on the impact on teacher diversity of the layoff requirements set forth in the seventh paragraph of section 42 of chapter 71 of the General Laws, including any analysis or recommendations. The report shall include, at minimum, (i) an analysis detailing to what extent teachers of color were disproportionately laid off relative to their representation in the state’s teacher workforce overall in the 2023-2024 and 2024-2025 school years; (ii) data on any teachers laid off in the 2023-2024 and 2024-2025 school years who received the highest rating on a performance evaluation delivered in either or both of the school years immediately prior to the school year in which they were laid off; (iii) an analysis detailing to what extent teachers who worked at schools with large numbers of high-needs students were disproportionately laid off in the 2023-2024 and 2024-2025 school years; and (iv) an analysis detailing to what extent teachers who worked at schools with low teacher retention were disproportionately laid off in the 2023-2024 and 2024-2025 school years.”
