Amendment #1351 to H4600

Strengthened Supports for Individuals and Communities

Ms. Fiola of Fall River moves to amend the bill in section 2, in item 7004-0101, and also in section 2, in item 7004-0102, and also in section 2, in item 7004-0105, and also in section 2, in item 7004-0202, by adding the following, in each instance, the words:

 

"provided further that all direct and contracted service providers shall promulgate regulations that when placing any homeless individuals in emergency temporary or permanent housing with state funding, they ensure the following:

 

1) housing is inspected by licensed building inspector and certified as meeting all local health, safety and zoning ordinances as stipulated in 105 CMR 410 Minimum Standards of Fitness For Human Habitation and city or town regulations of that city or town before placement and an inspection report is submitted to local building authority prior to occupancy,

 

2) unrelated individuals housed together with known mental health issues are evaluated by mental health professional for any concerns for that living arrangement,

 

3) individuals are following all state and local court mandated requirements to include registration as sex offender, and

 

4) staff supervision or wellness checks are conducted on a weekly basis and transportation provided for individuals to access existing services or connected to appropriate local services if availableā€.
