Water Well Study

Representatives Kilcoyne of Clinton and Pignatelli of Lenox moves to amend the bill in section 2 by inserting after item 2260-8881 the following item:- “2260-XXXX For the Department of Environmental Protection, that not less than $150,000 shall be expended to conduct a study and make recommendations for a program to ensure that drinking water for homeowners from private wells meet concentration limits of contaminants as specified by public drinking water standards issued by the department; provided further that the department shall make recommendations for development and administration of the program including testing and reporting requirements, collaboration with local boards of health and requirements for loan guarantees, interest subsidies, grants and other forms of financial assistance for eligible projects; provided further, that the department shall submit the study with recommendations including projected funding needs to the joint committee on environment and natural resources no later than January 30, 2025; provided further that, notwithstanding any other general or special law to the contrary, boards of health may assess fees to address drinking water quality issues associated with private wells”.
