Amendment #652 to H4600

Early Education and Care Affordability Study

Representatives Jones of North Reading, Ferguson of Holden, Frost of Auburn, Gifford of Wareham, Barrows of Mansfield and Smola of Warren move to amend the bill by adding the following section:-

“SECTION XX.  The commissioner of the department of early education and care, in consultation with the executive office of labor and workforce development, the executive office of housing and livable communities, and the executive office of economic development, shall conduct a study of the childcare regulations of other states which have lower per capita childcare costs than the commonwealth. Not later than June 30, 2025, the commissioner shall file a report which shall include, but not be limited to: (i) which states have most effectively lowered per capita child care costs or kept them flat; (ii) a comparison between the child care laws and regulations of these states and the commonwealth; and (iii) recommendations for which regulations or laws in the commonwealth could feasibly be changed or removed to achieve increased affordability of early education and care programs in the commonwealth. This report shall be filed with the clerks of the senate and house of representatives, the senate and house committees on ways and means, and the joint committee on education, and shall be made publicly available on the department’s website.”
