To the Honorable Senate and House of Representatives:
I am filing for your consideration the attached legislative proposal, entitled, "An Act Relative to Special License Plates for Certain Military Personnel."
This legislation is intended to recognize the heroic service of individuals in receipt of distinguished military awards by entitling all such individuals to license plates bearing an emblem representing the awarding of the Silver Star, Bronze Star, Distinguished Flying Cross or Purple Heart. Currently, only those who have been discharged from duty are entitled to such plates, which is a disservice to the honored men and women who remain on active duty.

An Act RELATIVE TO SPECIAL LICENSE PLATES FOR CERTAIN MILITARY PERSONNEL.

The
deferred operation for this act would tend to defeat its purpose, which is forthwith to make to recognize the heroic service of individuals in receipt of distinguishe
d military awards, without delay, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the
authority of the same, as follows:
Section
2 of Chapter 90 of the General Laws, as appearing in the 2008 official edition, is hereby amended by adding after the word “recipient” in line 419 the following language:
The registrar shall also furnish without charge to owners of private passenger motor vehicles and motorcycles who are on active duty and who received the Silver Star, the Bronze Star, Distinguished Flying Cross, or Purple Heart a plate with an emblem representing the awarding of said Silver Star, Bronze Star, Distinguished Flying Cross, or Purple Heart upon presentation by the applicant of satisfactory evidence of receipt of such award, as determined by the registrar.
