Section 174E of Chapter 140, as appearing in Section 48 of chapter 193 of the acts of 2012, is hereby amended by inserting after the last paragraph the following words:-

(h) In addition to animal control officers, this section may be enforced by Massachusetts Society for the Prevention of Cruelty to Animals and Animal Rescue League of Boston officers appointed under section 57 of Chapter 22C.
