An Act to study the effects of community service. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: SECTION 1. Notwithstanding any general or special law to the contrary, the department of labor and workforce development shall conduct a study of the feasibility and practicality of requiring recipients of unemployment benefits to volunteer while receiving unemployment benefits. The department shall examine the benefits, to both recipients and the commonwealth, of requiring recipients to volunteer at a non-profit or charitable organization during each month that benefits are received. The study should consider the costs of implementing and enforcing the requirement, and shall include the possibility of the creation of a volunteer to work pilot program. The department shall submit a report of its findings, along with any drafts of legislation, to the governor, the joint committee on economic development and emerging technologies, the speaker of the house of representatives, and the senate president no later than January 31, 2012. |
