An Act to increase revenue by collecting monies owed to the Commonwealth. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: SECTION 2. Chapter 10 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by inserting after section 9A the following section:- SECTION 9B. No debt, account receivable or monies owed to the commonwealth shall be written off as uncollectible by any officer of the commonwealth until the state treasurer and receiver general have engaged a licensed collection agency to collect such debt, account receivable or monies owed. The state treasurer and receiver general shall pay such agency on a contingent fee basis only, up to 30 percent of any recovery on behalf of the commonwealth. The state treasurer and receiver general shall procure such agency by public competitive procurement among qualified collection agencies licensed to do business in the commonwealth. |
