An Act to promote contract efficiency.
 

              Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

              SECTION 1. Notwithstanding any general or special law to the contrary, the provisions of General Laws chapter 149, sections 26-27, chapter 5, section 1, chapter 71, section 7A and chapter 121B, section 24B shall not apply to any contract or transaction with an amount of less than $500,000.
