An Amendment to Establish a Commission to Study Model Fireworks Legislation

Mr. Bastien of Gardner moves to amend the bill by adding the following section:

 

 

SECTION XX. Notwithstanding any general or special law to the contrary, a commission shall be formed to study and make recommendations pursuant to model legislation for the legalization of Consumer Fireworks in the Commonwealth. The commission shall review legislation in the other 46 states that legalize consumer fireworks purchases and shall make recommendations regarding model legislation that incorporates best practices from other states and changes necessary in state law to allow the sale and use of consumer fireworks in the Commonwealth. Said commission shall be made up of five members, one appointed by the Speaker of House, one appointed by the President of the Senate, one appointed by the Minority Leader of the House, one appointed by the Minority Leader of the Senate, and one appointed by the Governor. Said report shall be filed with House and Senate Ways and Means Committee by no later than March 1, 2013.
