Whereas, The deferred operation of this act would tend to defeat its purpose which is to immediately provide funds for construction of recreational facilities by regional school districts. Therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Clause (d) of section 16 of chapter 71 of the General Laws, as appearing in the 1984 Official Edition, is hereby amended by inserting after the word "years", in line 28, the words:- ; or for the purpose of constructing, reconstructing or making improvements to outdoor playground, athletic or recreational facilities for a term not exceeding ten years; or for the purpose of constructing, reconstructing or resurfacing roadways and parking lots for a term not exceeding ten years.
