Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Chapter 28 of the acts of 1985 is hereby amended by striking out section 3, as most recently amended by chapter 64 of the acts of 1988, and inserting in place thereof the following section:-

Section 3. The provisions of section two shall become inoperative on August first, nineteen hundred and ninety.
