Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1. Notwithstanding the provisions of section thirty-two of chapter forty-four of the General Laws or any other general or special law to the contrary, within one hundred and fifty days after the annual organization of the city council of the city of Springfield in the year nineteen hundred and eighty-nine only, the mayor shall submit to the city council the annual budget which shall be a statement of the amounts recommended by him for the proposed expenditures of said city for the fiscal year ending June thirtieth, nineteen hundred and ninety.
SECTION 2. If, upon the expiration of one hundred and fifty days after the annual organization of the city council of the city of Springfield in the year nineteen hundred and eighty-nine, the mayor shall not have submitted to the city council the annual budget for the fiscal year ending June thirtieth, nineteen hundred and ninety, said city council shall, upon its own initiative, prepare said annual budget by June thirtieth, nineteen hundred and eighty-nine, and such preparation shall be subject to the same requirements as the mayor's annual budget, so far as apt.
SECTION 3. This act shall take effect upon its passage.
