Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1. The city of Springfield is hereby authorized to appropriate a sum of money, not exceeding in the aggregate seven hundred thousand dollars, for the purpose of remodeling, reconstructing and making extraordinary repairs to the heating system for the Quadrangle buildings owned and operated by the Springfield Library and Museums Association, and for laying heat pipes and for making other improvements necessary to connect the Quadrangle buildings heating system to other municipal buildings. All such remodeling, reconstruction, and extraordinary repairs shall be designed and bid in accordance with all applicable public designer selection and bidding laws. For the purpose of meeting appropriations made pursuant to this section not met by transfers from available funds or otherwise, the city treasurer with the approval of said mayor is hereby authorized to borrow on behalf of the city from time to time such sums as may be necessary, not exceeding in the aggregate seven hundred thousand dollars, and may issue bonds or notes therefor, which shall bear on their face the words, City of Springfield Heating Loan, Act of 1989. Each issue shall constitute a separate loan, and such loans shall be paid within not more than ten years from their dates. Indebtedness incurred under the provisions of this act shall be subject to clause (3A) of section seven of chapter forty-four of the General Laws and other provisions of said chapter forty-four not inconsistent with this act. The city treasurer with the approval of the mayor may also make temporary loans under the provisions of section seventeen of chapter forty-four of the General Laws in anticipation of the proceeds of the bonds or notes authorized by this act.
SECTION 2. The order passed by the city council and approved by the mayor in December, nineteen hundred and eighty-eight authorizing a borrowing of seven hundred thousand dollars, for purposes set forth in section one of this act, is hereby validated, ratified and confirmed in all respects as if this act was in effect at the time.
SECTION 3. This act shall take effect upon its passage.
