Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Section 3 of chapter 167C of the General Laws, as appearing in the 1986 Official Edition, is hereby amended by striking out the sixth paragraph and inserting in place thereof the following paragraph:-

With the written consent of the commissioner and under such procedures as he may require, a branch or depot may be closed, or its location may be changed; provided, however, that before approving any such closing or relocation, the commissioner shall determine that the area served by such branch or depot will not be adversely affected thereby. In making such determination, the commissioner shall consider the availability of credit in such area, the convenience and necessity of deposit services therein, and such other factors as he deems appropriate.
