CHAPTER 229 AN ACT RELATIVE TO THE ALLEVIATION OF THE FINANCIAL BURDEN IMPOSED ON THE CITY OF HAVERHILL BY THE FIRE OF FEBRUARY ELEVENTH AND TWELFTH, NINETEEN HUNDRED AND EIGHTY-NINE.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. For the purpose of meeting the expenses of restoring buildings and public works and for reimbursing for police, fire, and other public services utilized as a result of the fire of February eleventh and twelfth, nineteen hundred and eighty-nine, the secretary of administration and finance is hereby authorized, subject to appropriation, to provide financial assistance to the city of Haverhill in an amount not to exceed two hundred and fifty thousand dollars.

SECTION 2. For the purpose of meeting the expenses associated with planning, temporary rental assistance, business relocation and related activities, incurred as a result of the fire of February eleventh and twelfth, nineteen hundred and eighty-nine, the secretary of administration and finance is hereby authorized, subject to appropriation, to provide financial assistance to the city of Haverhill in an amount not to exceed one hundred and seventy-five thousand dollars.

SECTION 3. Notwithstanding the provisions of sections two A and thirty-eight of chapter fifty-nine of the General Laws, the board of assessors of the city of Haverhill may, for fiscal year nineteen hundred and eighty-nine, determine the valuation of property immediately subsequent to its destruction by the fire of February eleventh and twelfth, nineteen hundred and eighty-nine, for the purpose of granting abatements under section fifty-nine of chapter fifty-nine of the General Laws. The commissioner of revenue is hereby authorized, subject to appropriation, to reimburse the city of Haverhill for abatements granted pursuant to this section, provided that the combined total of abatements does not exceed seventy-five thousand dollars.

SECTION 4. This act shall take effect upon its passage.
