CHAPTER 297 AN ACT AUTHORIZING THE DEPUTY COMMISSIONER OF THE DIVISION OF CAPITAL PLANNING AND OPERATIONS TO LEASE A CERTAIN PARCEL OF LAND IN THE TOWNS OF GRAFTON AND SHREWSBURY.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

The deputy commissioner of the division of capital planning and operations is hereby authorized, subject to the provisions of sections forty E to forty J, inclusive, of chapter seven of the General Laws, to lease a certain parcel of land and buildings thereon located in the town of Grafton and Shrewsbury for a term not to exceed twenty years to the United States Department of Labor, subject to the requirements of sections two, three and four and to such additional terms and conditions as the deputy commissioner may prescribe.

The deputy commissioner of said division shall file with the clerk of the house of representatives who shall forward to the joint committee on state administration, and with the inspector general of the commonwealth a copy of the lease authorized by this act at least twenty business days prior to the execution thereof by said division. The inspector general shall review and file comments and any recommendations thereto to the joint committee on state administration within fifteen business days of the receipt of such lease by the inspector general and said inspector general shall deliver a copy of such comments and recommendations to the division. Said lease, when executed by the deputy commissioner, shall be deemed conclusively authorized hereby; provided, however, that all provisions therein are consistent with the provisions of this act. The deputy commissioner from time to time is hereby authorized to execute and deliver, in the name and on behalf of the commonwealth, a notice of such lease for recording and any and all other agreements and instruments related to the lease authorized hereby which the division may determine appropriate from time to time. Any such notice or lease, lease instrument, or instruments, when executed by the deputy commissioner shall be deemed conclusively authorized hereby; provided, however, that all provisions therein are consistent with this act. Said parcel is bounded and described as follows:

Beginning at a point where the town of Grafton, Shrewsbury and Westborough meet, and running southerly along the town boundary of the towns of Grafton and Westborough to a point where the said boundary intersects the north boundary of the Consolidated Railroad Corporation;

Thence running westerly along said railroad boundary to the point of intersection of the easterly side of Pine Street; thence running northeasterly along said easterly side of Pine Street in the town of Grafton and continuing along said street, now called Green Street in the town of Shrewsbury as it intersects the easterly side of Asylum Road to a point fifty feet north of the intersection of said easterly side of Asylum Road and the Grafton-Shrewsbury town line;

Thence running easterly along said town line to the point of beginning, containing fifty-two acres more or less and the buildings thereon.

SECTION 2. No lease conveying by or on behalf of the commonwealth the property described in section one shall be valid unless such lease provides that said property be used for a job corps center.

SECTION 3. The recipient of said lease shall assume the costs of any appraisals, surveys and other expenses as deemed necessary by the deputy commissioner for the granting of this lease.

SECTION 4. If the aforementioned purpose as described in section two ceases at any time, said lease shall terminate under such terms and conditions as the deputy commissioner may prescribe.

SECTION 5. This act shall take effect upon its passage.
