Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Notwithstanding the provisions of chapter one hundred and twenty-seven of the special acts of nineteen hundred and eighteen or any other general or special law to the contrary, the board of aldermen of the city of Somerville shall appoint the city clerk for a term of three years. In the case of a vacancy the person appointed shall hold office for the unexpired term.
