Session Laws

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Article 3 of the charter of the town of Norwell, which is on file in the office of the archivist of the commonwealth, as provided in section twelve of chapter forty-three B of the General Laws, is hereby amended by striking out sections 3-4 to 3-14, inclusive and inserting in place thereof the following ten sections:-

Section 3-4 DIRECTOR OF LANDS AND NATURAL RESOURCES

A Director of Lands and Natural Resources, elected for a three year term. Said director shall have charge of such lands as may be committed to his care and may perform such maintenance and improvement work on other municipal lands as may be permitted by the board, department, commission or committee in charge thereof. Said director shall exercise the duties of tree warden and superintendent of insect pest control. He may appoint such assistants as appropriations permit, and may apply for and receive such Federal, State and County assistance as may be available.

Section 3-5 HIGHWAY SURVEYOR

A Highway Surveyor elected for a three year term.

Section 3-6 WATER COMMISSIONERS

A Board of Water Commissioners consisting of three members elected for three year overlapping terms.

Section 3-7 ASSESSORS

A Board of Assessors consisting of three members elected for three year overlapping terms.

Section 3-8 BOARD OF HEALTH

A Board of Health consisting of three members elected for three year overlapping terms.

Section 3-9 PLANNING BOARD

A Planning Board consisting of five members elected for three year overlapping terms, provided, however, that no member elected for a longer term prior to or concurrent with the acceptance of this Charter by the voters shall have his term reduced to three years.

Section 3-10 TRUSTEES OF THE NORWELL PUBLIC LIBRARY

A Board of Trustees of the Norwell Public Library consisting of six members elected for three year overlapping terms.

Section 3-11 REGIONAL VOCATIONAL SCHOOL DISTRICT COMMITTEE

One member of a Regional Vocational School District Committee elected for a three year term.

Section 3-12 SCHOOL COMMITTEE

A School Committee consisting of five members elected for three year overlapping terms.

Section 3-13 HOUSING AUTHORITY

A Housing Authority consisting of five members: four elected for three year overlapping terms, and one appointed in accordance with the general laws.

SECTION 2. Section 4-1 of Article 4 of said charter is hereby amended by striking out paragraph (b) and inserting in place thereof the following paragraph:-

(b) A Board of Appeals consisting of three members, appointed for three year overlapping terms, and not more than five associate members.

SECTION 3. Said section 4-1 of said Article 4 of said charter is hereby further amended by inserting after paragraph (j) the following paragraph:-

(k) The Town Treasurer-Collector for a term of three years (The present Treasurer-Collector shall continue to serve until the completion of her present term of office.).

SECTION 4. This act shall take effect upon its passage.
