Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Chapter 6 of the General Laws is hereby amended by inserting after section 15MMM, inserted by chapter 421 of the acts of 1989, the following section:-

Section 15NNN. The governor shall annually issue a proclamation setting aside the month of September as Literacy Awareness Month, and recommending its observance by the public by the establishment of programs designed to increase the public's awareness of illiteracy.
