Whereas, The deferred operation of this act would tend to defeat its purpose, which is to immediately set the priority of certain liens, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Section 31A of chapter 255 of the General Laws, as appearing in the 1988 Official Edition, is hereby amended by inserting after the first sentence the following sentence:- The lien created hereby shall have priority over any title, lien, interest or encumbrance of any owner and shall not be surrendered or waived except by express written agreement of the parties involved.
