Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding the provisions of any general or special law to the contrary, the city of Worcester is hereby authorized to lease, for terms not exceeding ninety-nine years, parking spaces located in off-street parking facilities owned by the city of Worcester for private use for off-street parking purposes in the downtown commercial area revitalization district.
SECTION 2. Notwithstanding the provisions of any general or special law to the contrary, the city of Worcester is hereby authorized to borrow, from time to time, upon the credit of the city such sums as may be deemed necessary, not exceeding, in the aggregate, ten million dollars, and to issue bonds or notes of the city therefor, for the purpose of acquiring, constructing or expanding new or existing off-street parking facilities to be owned by the city of Worcester. Indebtedness incurred under this act shall be deemed outside the debt limit as defined in section ten of chapter forty-four of the General Laws or any special laws and shall, except as provided herein, be subject to the applicable provisions of said chapter forty-four.
SECTION 3. This act shall take effect upon its passage.
