Whereas, The deferred operation of this act would tend to defeat its purpose, which is to immediately authorize the solemnization of a certain marriage, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
Notwithstanding the provisions of section thirty-nine of chapter two hundred and seven of the General Laws, or any other general or special law to the contrary, the state secretary may authorize in the manner set forth under said section thirty-nine, the solemnization of a marriage by Maria Buckley in the city of Salem, on April twenty-eighth, nineteen hundred and ninety between Cheryl Ann Butler and Frank James Brandauer both of Altadena, California, and the state secretary shall issue to said Maria Buckley a certificate of such authorization.
