Whereas, The deferred operation of this act would tend to defeat its purpose, which is, in part, to alleviate a serious emergency existing with respect to the housing of a certain number of citizens throughout the commonwealth, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Paragraph (b) of section 1 of chapter 671 of the acts of 1989 is hereby amended by striking out, in line 17, the word "not".

SECTION 2. This act shall take effect as of January ninth, nineteen hundred and ninety; provided, however, that for the purposes of any criminal liability imposed pursuant to the third paragraph of section four of said chapter six hundred and seventy-one, this act shall take effect upon its passage.
