Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1. Notwithstanding any contrary provision of chapter thirty B of the General Laws, the city of Boston may lawfully make payments under any contract executed prior to November 21, 1990, and such contract shall continue in full force and effect for the term thereof but in no event beyond June 30, 1991, provided such contract was advertised and awarded to the lowest responsive and responsible bidder on the basis of sealed bids, provided further that such contract has not been materially amended, and provided further that such contract was otherwise solicited, awarded and executed in accordance with applicable law.
SECTION 2. Notwithstanding any contrary provision of chapter thirty B of the General Laws, the city of Boston may lawfully make payments under any contract listed in the document dated December 11, 1990, entitled "Contracts Designated for Validation Through Special Legislation" as filed on said date in the offices of both the finance commission of the city of Boston and the city clerk of the city of Boston, and such contract shall continue in full force and effect for the term thereof but in no event beyond June 30, 1991, provided that such contract was otherwise solicited, awarded and executed in accordance with applicable law.
SECTION 3. Notwithstanding any contrary provisions of chapter 30B of the General Laws, the city of Boston may lawfully make payments under any contract executed prior to November 21, 1990 in the amount of $10,000 or less and such contract shall continue in full force and effect for the term thereof but in no event beyond June 30, 1991, provided that such contract was otherwise solicited, awarded and executed in accordance with applicable laws.
SECTION 4. This act shall not apply to any contract otherwise exempt from chapter 30B of the General Laws.
SECTION 5. This act shall take effect upon its passage.
