Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Chapter 292 of the acts of 1978 is hereby amended by striking out section 3, as most recently amended by chapter 88 of the acts of 1988, and inserting in place thereof the following section:-

Section 3. Section two of this act shall become inoperative on December thirty-first, nineteen hundred and ninety-two.
