Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Item 5095-8872 of section 2 of chapter 167 of the acts of 1987 is hereby amended by striking out, in lines 89 to 91, inclusive, the words "Any capital expenditure authorized in this appropriation" and inserting in place thereof the following words:- Any substantial capital expenditure or substantial change in service undertaken in connection with any construction or renovation project identified in this item, or with ancillary and support services associated therewith, without regard to the amount or source of funds authorized in this item.
