Whereas, The deferred operation of this act would tend to defeat its purpose, which is to immediately authorize and direct the secretary of administration and finance to establish a fee for the Massachusetts waterfowl stamp, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1. The secretary of administration and finance, pursuant to the provisions of section forty-five of chapter one hundred and fifty of the acts of nineteen hundred and ninety and section eleven of chapter one hundred and thirty-one of the General Laws and notwithstanding the provisions of any general or special law to the contrary, is hereby authorized and directed to establish a fee of five dollars for the Massachusetts waterfowl stamp.
SECTION 2. This act shall take effect on January first, nineteen hundred and ninety-one.
