Whereas, The deferred operation of this act would tend to defeat its purpose, which is to immediately regulate the Joint Underwriting Association for Liquor Liability, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Chapter 223 of the acts of 1985 is hereby amended by striking out section 13, as most recently amended by chapter 657 of the acts of 1989, and inserting in place thereof the following section:-

Section 13. Section one to twelve, inclusive, of this act shall expire on December thirty-first, nineteen hundred and ninety-one.
