CHAPTER 461 AN ACT AUTHORIZING THE NAUSET REGIONAL SCHOOL DISTRICT AND SUPERINTENDENCY UNION NO. 54 SCHOOL COMMITTEES TO ESTABLISH A REVOLVING ACCOUNT.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Notwithstanding the provisions of section fifty-three of chapter forty-four of the General Laws or any other general or special law to the contrary, the school committees of the Nauset Regional School District and Superintendency Union #54, acting jointly may establish a revolving fund which shall be a separate account for professional enhancement purposes, hereinafter to be known as the professional enhancement account. Expenditures may be made from said account by said Regional School District and union school committee to reimburse teachers for professional growth items, including, but not limited to: (1) course reimbursement; (2) sabbatical leaves; and (3) other professional development, educational and enhancement purposes. Distribution of such funds will be determined by the administrative council. Expenditures will be made in accordance with section thirty-eight I and forty-one A of chapter seventy-one of the General Laws, without further appropriations; provided, however, that said special account shall not be used to employ or pay the salary of any employee.

Each town in the school district shall, by a specific vote of its annual town meeting, appropriate an amount of money sufficient to fund the professional enhancement account. Notwithstanding the provisions of section fifty-three and fifty-three A of chapter forty-four of the General Laws, private contributions may also be deposited into said account. This account shall be kept separate and apart from all other monies by the regional treasurer who shall be responsible for the accounting of said fund. The superintendent of the Nauset Regional School District shall submit annually a report of said account to the board of selectmen or town manager of each town in said district, and a copy of said report shall be submitted to the director of accounts. This account shall go into effect once it has been accepted by the annual town meeting of each town in said district.
