Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Notwithstanding the provisions of any law or regulation to the contrary, the commissioners of the Stiles Lake Water District are hereby authorized to correct all fiscal nineteen hundred and ninety tax assessments erroneously made on the basis of nineteen hundred and eighty-nine property values and adjust the taxpayers' bills based on their nineteen hundred and eighty-eight property values.
