Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. In the event that an annual county budget for a county has not been approved before July first, nineteen hundred and ninety, the county treasurer is hereby authorized to expend monthly for the operation of such county government a sum no greater than one-twelfth of the total amount apportioned for fiscal year nineteen hundred and ninety. Such treasurer shall continue to expend funds in such manner until the annual county budget has been approved and certified by the county government finance review board, but in no case later than October fifteenth, nineteen hundred and ninety; provided, however, that in October, said expenditure shall be no greater than one-twenty-fourth of said amount.

SECTION 2. This act shall take effect as of July first, nineteen hundred and ninety.
