Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1. To provide for a program for the design, acquisition and upgrading of major computer systems, and for certain other activities and projects, the sums set forth in sections two and two A, for the purposes and subject to the conditions specified herein, are hereby made available, subject to the provisions of law regulating the disbursement of public funds.

provided that an amount not to exceed four million seventy thousand dollars may be expended on the personnel administrative and reporting information system, or PARIS, so-called; provided further, that an amount not to exceed two million four hundred eighty-six thousand dollars may be expended on the budget automation project of the budget bureau; provided that said project shall be designed in consultation with the house and senate committees on ways and means and shall provide complete electronic access to said committees upon its completion; provided further, that an amount not to exceed five million six hundred thousand dollars may be expended on replacing and integrating all personnel management information systems known as the compensation management project of the department of personnel administration; provided further, that an amount not to exceed four million, four hundred forty thousand dollars may be expended on the billing and accounts receivable subsystem of the office of the comptroller, or BARS, so-called; provided further, that an amount not to exceed ten million dollars may be expended on re-engineering the Massachusetts management accounting and reporting system, or MMARS, so-called; provided further, that an amount not to exceed two million seven hundred eighty thousand dollars may be expended on the replacement of the labor distribution system known as the payroll cost reporting system project, or PCRS, so-called; provided further, that an amount not to exceed one million two hundred fifty thousand dollars may be expended on the cash management project, so-called, of the office of the comptroller which is intended, among other purposes, to comply with the federal cash management improvement act of nineteen hundred and ninety-one; provided further, that an amount not to exceed one million two hundred thousand dollars may be expended for the purposes of enhancing and upgrading optical scanning and imaging capabilities of the commonwealth; provided further, that an amount not to exceed nine hundred thousand dollars may be expended for continued implementation of the wide area personal computer network project of the office of management information systems; provided further, that an amount not to exceed seven hundred thousand dollars may be expended on software upgrades for local area networks; provided further, that an amount not to exceed one million eight hundred thousand dollars may be expended for the installation of integrated message systems; provided further, than an amount not to exceed six hundred thousand dollars may be expended on the programming tool-graphic user interface project, so-called, of the office of management information systems; provided further, that an amount not to exceed one million four hundred seventy thousand dollars may be expended on consultant services provided by the office of technology planning to state agencies for the purposes of designing and implementing telecommunications, computerization and data automation projects; provided further, that an amount not to exceed one million four hundred forty-three thousand dollars may be expanded on the high speed data and telecommunication network, the COMM-NET project, so-called; provided further, that an amount not to exceed one million two hundred thousand dollars may be expended on the relocation of hardware and related costs associated with the data center co-location project of the division of capital planning and operations; provided further, that an amount not to exceed six million nine hundred forty-six thousand dollars may be expended on personnel associated with the development of major systems software programs; provided further, that an amount not to exceed six million one hundred thousand dollars may be expended on office automation and case management systems for the offices of the district attorneys; provided further, that an amount not to exceed one million seventy-eight thousand dollars may be expended on automating the home care program administered by the executive office of elder affairs and the home care corporations; provided that equipment purchased on behalf of said home care corporations shall be the property of the commonwealth and shall be transferred to the commonwealth in the event that a home care corporation no longer participates in said automation project; provided further, that an amount not to exceed one million five hundred seven thousand dollars may be expended for the client billing project of the department of mental health; provided further, that an amount not to exceed one million dollars may be expended at the direction of the speaker of the house of representatives for the purchase and installation of computer equipment and related software and expenses for the house of representatives and its several standing and special committees; provided further, that an amount not to exceed one million dollars may be expended at the direction of the president of the senate for the purchase and installation of computer equipment and related software and expenses for the senate and its several standing and special committees; provided further, that an amount not to exceed one million dollars may be expended at the direction of the chairman of the house committee on ways and means for the purchase and installation of computer equipment and related software for said committee; provided further, that an amount not to exceed one million dollars may be expended at the direction of the chairman of the senate committee on ways and means for the purchase and installation of computer equipment and related software for said committee; and provided further, that the comptroller may allocate from this item to other accounts monies necessary to effectuate the purposes of this item `tc6 $59,570,000 `tcol;end
SECTION 2A. `tm;keep=no `tcol=6,B4;c1=1,9,tu,T;c2=1,78,tuc;c3=1,78,tuc;c4=12,53,tfh1;c5=16,49,tu;c6=66,13,tur `tch `tc1 `ts Item `t+1 `tch;end `tc3 EXECUTIVE OFFICE FOR HEALTH AND HUMAN SERVICES. `tc2 Department of Public Welfare. `tc1 4400-1111 `tc4 For the development and procurement of an automated eligibility determination system, including related hardware, software and personnel costs; provided, that the department of public welfare shall undertake all efforts to secure maximum rates of federal reimbursement for expenditures from this item; provided further, that no more than one million dollars may be spent from this authorization until an advanced planning document, so called, is approved by the federal government; provided further, that the department of public welfare shall draw down available federal reimbursement for expenditures from this item, concurrent with actual expenditure; and provided further, that said federal reimbursements so received by the commonwealth are hereby appropriated and shall be credited in an amount not to exceed twenty-one million one hundred twenty-five thousand dollars to this item for the purpose of making such expenditures `tc6 $32,500,000 `tcol;end
SECTION 3. To meet the expenditures necessary in carrying out the provisions of section two, the state treasurer shall, upon the request of the governor, issue and sell bonds of the commonwealth in an amount to be specified by the governor from time to time, but not exceeding in the aggregate, the sum of fifty-nine million five hundred seventy thousand dollars. All bonds issued by the commonwealth, as aforesaid, shall be designated on their face, Information Technology Loan, Act of 1992, and shall be issued for such maximum term of years, not exceeding seven years, as the governor may recommend to the general court pursuant to Section 3 of Article LXII of the Amendments to the Constitution of the commonwealth; provided, however, that all such bonds shall be payable not later than June thirtieth, two thousand and four. Bonds and the interest thereon issued under the authority of this section shall be general obligations of the commonwealth.
SECTION 4. To meet the expenditures necessary in carrying out the provisions of section two A, the state treasurer shall, upon the request of the governor, issue and sell bonds of the commonwealth in an amount to be specified by the governor from time to time, but not exceeding in the aggregate, the sum of eleven million three hundred seventy-five thousand dollars. All bonds issued by the commonwealth, as aforesaid, shall be designated on their face, Welfare Eligibility Computer System Development Loan, Act of 1992, and shall be issued for such maximum term of years, not exceeding seven years, as the governor may recommend to the general court pursuant to Section 3 of Article LXII of the Amendments to the Constitution of the commonwealth; provided, however, that all such bonds shall be payable not later than June thirtieth, two thousand and four. Bonds and the interest thereon issued under the authority of this section shall be general obligations of the commonwealth.
SECTION 5. Expenditures of funds for the purposes of sections two and two A shall be based upon schedules submitted by the secretary for administration and finance to the house and senate committees on ways and means thirty days prior to the obligation of said funds. Said secretary is hereby further authorized and directed to file annually with said committees, commencing not later than September first, nineteen hundred and ninety-three, an accounting of expenditures for each such project listed in sections two and two A for the prior fiscal year, including, but not limited to, an accounting of the amount expended on each such project for hardware, software and personnel, amounts that may have been allocated from the item established in section two to other items and the account number to which such allocation was made, an assessment of whether each such project is within budget and on schedule for completion, and an explanation of any deviations in completion timetables and funding needs that were originally established for each such project. Said secretary shall simultaneously file with said committees a spending plan for projected expenditures on each such project in the current fiscal year, including but not limited to, expenditures by type, and projected milestones and completion schedules.
SECTION 6. This act shall take effect upon its passage.
