CHAPTER 227 AN ACT AUTHORIZING THE TOWNS OF BELLINGHAM AND BLACKSTONE TO ENTER INTO AGREEMENTS WITH THE CITY OF WOONSOCKET IN THE STATE OF RHODE ISLAND FOR THE TREATMENT AND DISPOSAL OF WASTEWATER.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. The towns of Bellingham and Blackstone are hereby authorized to enter into agreements with the city of Woonsocket in the state of Rhode Island to (i) plan, construct, operate, maintain, extend and improve facilities located within or without said towns for the purposes of a regional wastewater treatment and disposal system including interceptors or other sewer lines which may transport wastewater from and to any such regional wastewater treatment and disposal system, (ii) provide for the financing thereof, (iii) provide authority for agents of the city of Woonsocket to implement and enforce any sewer use by-law adopted by the towns of Bellingham and Blackstone against users in the towns of Bellingham and Blackstone, which by-laws, or rules and regulations are to conform with the treatment standards and permit requirements and procedures then in effect in the Woonsocket Regional Wastewater System Industrial Pretreatment Program, including but not limited to granting said city of Woonsocket the right to require industrial users to self monitor their discharge and report to said city of Woonsocket, to require the installation of proper pretreatment systems if necessary, to submit to inspections for the purpose of determining compliance, to allow said city of Woonsocket to issue industrial discharge permits and to levy fines or terminate discharge rights for continued noncompliance, and (iv) provide for any and all other matters as may in said towns of Bellingham and Blackstone discretion be necessary or desirable to carry out any such agreement.

SECTION 2. This act shall take effect upon its passage.
