Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
SECTION 1. Chapter 142 of the acts of 1864 is hereby further amended by striking out section 4, as amended by section 2 of chapter 155 of the acts of 1902, and inserting in place thereof the following section:-
Section 4. So long as said corporation shall allow the inhabitants of the city of Springfield free access to its library at reasonable hours, and shall further allow said inhabitants the free use of its books on its premises and for home reading under such reasonable regulations and restrictions as may be imposed by the directors of said corporation, said city may appropriate and pay annually toward defraying the expenses of carrying on the work of said corporation, as authorized by its charter, such sums as the city may judge proper.
SECTION 2. This act shall take effect upon its passage.
