Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1. The town of Tisbury is hereby authorized to construct, maintain, repair, equip, furnish, rent and manage within said town four units of housing for residents of said town of low income on land owned by said town described as parcel #25-E-24 on the Tisbury assessors' map. In constructing such housing, the town may use the services of unpaid students who are aged sixteen years or older and who participate pursuant to the vocational education program at the Martha's Vineyard regional high school, in accordance with any applicable regulations promulgated by the department of education concerning the use of vocational education students for similar such projects; provided, however, that any plumbing, electrical wiring or heating work to be performed by such students shall be performed under the direct supervision of a person licensed by the commonwealth in such work. Such housing shall be under the jurisdiction and control of the board of selectmen. Said town of Tisbury may contract with the Dukes county housing authority for the maintenance and management of such housing.
SECTION 2. The housing for persons of low income described in section one may be transferred to the Dukes county housing authority by agreement between the town of Tisbury and said authority and with the approval of the executive office of communities and development pursuant to section thirty-one of chapter one hundred and twenty-one B of the General Laws. In the event of such transfer, preference in tenant selection may be given to residents of the town of Tisbury so long as the housing does not receive state subsidies.
SECTION 3. The proceeds of the bonds or notes authorized by vote of the town of Tisbury adopted under Article 8 of the warrant at the special town meeting held on the tenth day of November, nineteen hundred and ninety-two and any other funds that may be appropriated for such purposes, from time to time, whether by borrowing or otherwise, may be used by the town of Tisbury to provide housing as authorized by section one.
SECTION 4. This act shall take effect upon its passage.
