Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
Notwithstanding the provisions of any general law to the contrary, the licensing authority of the city of Malden is hereby authorized to issue to the Malden Emergency Center a license to sell all alcoholic beverages to travelers, strangers and other patrons and customers not under twenty-one years of age, to be served and drunk only in the dining room or dining rooms and in such other public rooms or areas of the Malden Emergency Center as the local licensing authorities may deem reasonable and proper, and approve in writing, under the provisions of section twelve of chapter one hundred and thirty-eight of the General Laws. Said license shall be subject to all the provisions of said chapter one hundred and thirty-eight, including but not limited to, the purposes for which all monies derived from the sale of alcoholic beverages shall be used by the Malden Emergency Center as required of a club under section one of said chapter one hundred and thirty-eight, except for section seventeen and any other provision of law that prohibits the issuance of said type of license to a nonprofit or charitable organization, provided, however, that the licensing authority shall not approve the transfer of said license to any other person, organization, corporation or location provided, further that the issuing of said license shall reduce by one any increase in licenses issued due to census reapportionment under said section seventeen.
