Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
SECTION 1. The secretary of the executive office of transportation and the secretary of the executive office of public safety shall jointly study the feasibility of allowing travel in the breakdown lane, so-called, during commuting hours, on the portion of state highway route 3 which extends between the exits in the towns of Hanover and Marshfield and in the northbound portion of state highway route 3 between the junction of state highway route 3 and state highway route 128 and the border of the state of New Hampshire. Said secretaries shall report the findings of said study, along with recommendations for any legislation, to the joint committee on transportation by June thirtieth, nineteen hundred and ninety-seven.
SECTION 2. The secretary of the executive office of transportation and construction, in the course of such study authorized in section one, is hereby further authorized to accept proposals for consideration from the towns of Bedford, Billerica, Burlington, Chelmsford, Tyngsborough and Westford and the city of Lowell, each located in the route 3 North corridor, so-called. Such proposals shall be relative to undertaking the improvement and assuming the operations and maintenance of state highway route 3 from the junction of said state highway route 3 and state highway 128 to the border of the state of New Hampshire under contract with private parties. Said proposals shall be submitted to the clerks of the house of representatives and the senate, and the secretary of transportation and construction on or before February first, nineteen hundred and ninety-seven.
