Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Notwithstanding the provisions of any general or special law, rule or regulation to the contrary, the cost of connecting to the existing sewer facilities of the town of Sturbridge performed in connection with the building addition and renovation project of the Tantasqua regional school district shall be included in determining the total construction grant for said district under the provisions of chapter six hundred and forty-five of the acts of nineteen hundred and forty-eight.
