Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Section 2A of chapter 60A of the General Laws, as appearing in the 1994 Official Edition, is hereby amended by inserting after the word "vehicle", in line 32, the following words:- nor allow an exchange of the registration of such vehicle nor issue a new registration of such vehicle to the person to whom the unpaid excise tax was assessed.
