Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Notwithstanding the provisions of any general or special law to the contrary, the South Hadley housing authority is hereby authorized to make a payment to Lawler Construction Company in an amount not to exceed thirty-five thousand dollars for the demolition and dumping fees in connection with the damage to the Cowan block in the town of South Hadley.
