Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Notwithstanding the provisions of section five G of chapter forty of the General Laws, the town of Amesbury is hereby authorized to establish a municipal waterways improvement and maintenance fund and is further authorized to collect one-half of all fees and fines which relate to lakes and waterways issued by the harbormaster and to deposit said proceeds with said fund, which shall be administered by the Waterways Commission.
