Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Section 2 of chapter 223 of the acts of 1985 is hereby amended by striking out, in line 1, the word "temporary".

SECTION 2. Section 13 of said chapter 223 is hereby repealed.
