Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Section 1. Notwithstanding any general or special law to the contrary,
but subject to sections 40F½,
40I and 40J
of chapter 7 of the General Laws, the commissioner of the division of capital
asset management and maintenance may, in consultation with the department of
state police, convey by deed a certain parcel of land and structure located
in the town of Grafton, currently being used by the department of state police,
comprising approximately 5.2 acres and an existing substation, to the Massachusetts
State Police Museum and Learning Center.
SECTION 2.
The consideration to be paid by the Massachusetts State
Police Museum and Learning Center to the commonwealth shall be equal to or
greater than the full and fair market value for the land and structure
described in section 1. The commissioner of the division of capital asset
management and
maintenance shall determine the full and fair market value of the property
based upon an independent professional appraisal. The inspector general shall
review and comment on the appraisal, and the review and comment shall include
an examination of the methodology utilized for the appraisal. The commissioner
shall, 30 days prior to the conveyance authorized by this act, submit the
appraisal and a report thereon to the inspector general. The inspector general
shall prepare a report of his review of the appraisal and file his report with
the commissioner, and copies of the same shall be filed with the house and
senate committees on ways and means and the chairmen of the joint committee on
state
administration. The State Police Museum and Learning Center shall be
responsible for any costs for appraisals, surveys and other expenses relating
to the conveyance of the land and structure.
