Whereas , The deferred operation of this act would tend to defeat its
purpose, which is to provide forthwith financial relief to Nora O'Reilly, therefore
it is hereby declared to be an emergency law, necessary for the immediate preservation
of the public convenience.
Be it enacted by the Senate and House of Representatives
in General Court assembled, and by the authority of the same,
as follows:
Notwithstanding any general or special law to the contrary,
the commonwealth shall pay, out of funds administered by the
division of victim
compensation and assistance division within the department of the attorney
general,
pursuant to chapter 258C of the General Laws, the sum of $4,000 to Nora
O'Reilly
of the city of Boston as reimbursement for funeral expenses incurred as the
result of the murder of her son on September 29, 1994.
