AN ACT ESTABLISHING THE THIRD SATURDAY IN JULY AS NEGRO ELECTION DAY

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to establish forthwith the third Saturday in July as Negro Election Day, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Chapter 6 of the General Laws is hereby amended by inserting after section 15MMMMMM the following section:-

Section 15NNNNNN.  The governor shall annually issue a proclamation setting apart the third Saturday in July as Negro Election Day in commemoration of the adoption of the first black voting system in 1740 and recommending that the day be observed in an appropriate manner by the people.
