RESOLVED, That a special commission, to consist of three members of the senate, three members of the house of representatives, the commissioner of public safety or his designee, the registrar of motor vehicles or his designee, and one person to be appointed by the governor who shall be a motorcyclist licensed in the commonwealth, is hereby established for the purpose of making an investigation and study of the procedures, regulations, practices, and laws relative to issuance of learner's permits and the licensing of persons to operate motorcycles in the commonwealth by the registry of motor vehicles. Said commission shall report to the general court the results of its investigation and study, if any, together with drafts of legislation necessary to carry such recommendations into effect by filing the same with the clerk of the house of representatives on or before the first Wednesday of November, nineteen hundred and eighty-six.
