RESOLVED, There is hereby established a special commission to consist of the house and senate chairman of the committee on government regulations or his designated representatives, the secretary of public safety or his designated representative, the chairman of the alcoholic beverage control commission, the president of the Massachusetts Convenience Store Association, the president of the Massachusetts Food Association, the president of the Massachusetts Package Store Association, the president of the Massachusetts Wholesalers of Malt Beverages, the president of the Massachusetts Wine and Spirits Wholesalers, a representative of the Massachusetts Municipal Association and a consumer appointed by the governor, for the purpose of studying the process by which the commonwealth and the alcoholic beverage control commission approves the issuance of licenses for the sale of beer and wine to convenience stores. The commission shall be co-chaired by the chairman of the house and senate committees on government regulations.
Said commission shall study the present day process of issuance of beer and wine licenses, in Massachusetts, and in particular such issuance to convenience stores, as well as the process used in other states, and the updating of such process.
Said commission shall file its final report with the clerk of the house of representatives on or before May thirty-first, nineteen hundred and ninety-five.
Said commission may hold public hearings and meetings.
